I successfully got the Xcode version I needed from Apple Developer. To start viewing messages, select the forum that you want to visit from the selection below. Sorry to tell you, but the only driver that is going to work to get that printer going is the Open Printing Linux driver that I linked you to previously. Credits go to the authors of GhostScript, Foomatic, and foo2zjs for their great work! *When the script is run it checks for LaserJets 1000, 1005, 1018, and 1020 printers.

Once installed, and once you managed to get the printer working, I guess you can go back and reenable this system integrity protection feature which is unique to El Capitan.
